Aha.
MarsEdit is inserting the time malfunction in my postings, not Expression Engine. I’ll have to dig into the Metaweblog API to see if I can correct it.

Daniel, I expected it had something to do with times either not being transferred via API, or something.

Hi there - just drop me a line if you want to chat about MarsEdit’s behavior with regard to dates. By default, unless you use the Post -> Edit Date menu item, MarsEdit *omits* dates from posts, so that the server is free to establish the most reliable version of “right now” on the post when it is created.
So unless you are using the Post -> Edit Date menu item, it’s not likely that MarsEdit is inserting a bad time into the posts, per se.
