Cheney says that they might have prevented 9/11 if they had the power to secretly monitor conversations involving two of the hijackers without court orders.

But the government *did* have the power to secretly monitor the conversations of the hijackers, because none of them were American citizens!

Way to tell us how incompetent you are, Cheney, you asshole. Resignation on the desk in the morning, Dick.
