The emphasis I saw here was a familiar one to me ... crossing programming skill with creative/aesthetic skill. The dichotomy is a difficult one to span - and this is my market nearly exactly. It’s genuinely hard do to both left-brain and right-brain functions at the same time.
For one of my recent projects, I can’t get off on dealing with Actionscript 3 video streaming code, as much as I can crafting the colors, fonts and overall use of real estate on a website layout - yet I’m tasked with doing both.

I have never heard of anyone offering that kind of training. It sounds to me like more spoiled business leaders too lazy to even think about on-the-job training for otherwise qualified applicants.
Hire good people. The particular technologies come and go, but brains and talent will quickly lead to expertise in any new technology that arises.
