I think she believed she could just wave her hand, and make the Leg do work the way she wanted, rather than have to learn how to work with them.

So much ego.  You see it, too, in the series of lawsuits she lost over things done by decree, rather than through proper procedures.  We’ve been calling her “Queen Susana” ever since the line-item veto fiasco.
